He said: "I believe in civic leadership and democracy and I think that being an independent member is a wonderful opportunity to contribute and be part of something new and exciting.
"It is very important that we get this right and the next few years are going to be vital.
"I have a broad overview of what people in Cornwall think and can listen to what they're saying about crime and policing and put this forward in a positive but challenging way as we go forward."
The panel is part of the new policing arrangements for Devon, Cornwall and the Isles of Scilly.
It is made up of representatives from all councils in the area and the two independent members.
The police and crime commissioner role includes setting local police and crime objectives, engaging with the public and holding the chief constable to account.
Yvonne Atkinson is a governance expert. She is a director of the BDA, a consultancy providing governance support to public sector and social enterprise organisations including housing associations. Yvonne is also a founder member and trustee of the Devon Rape Crisis Service.
