Shadow Chancellor Ed Balls promised to take "tough decisions" on public sector pay.

The party's leadership is on a collision course with union bosses after backing the Government's salary freeze and arguing that protecting jobs is a higher priority.

Mr Balls insisted the Labour Party is united and claimed the "vast majority" of union members back the strategy adopted by him and leader Ed Miliband.

But he warned introducing regional public sector pay rates, fiercely opposed in the Westcountry, risked a "race to the bottom" and urged Labour to campaign against it.
