Debate has continued since the "tartan and flame" logo was unveiled in June and the flames were fanned when it was claimed that the logo would cost £500,000 to implement.
The council has now agreed to spend just £65,000 on rolling out the logo but visitors to the One Cornwall website this week were doing a double take when they spotted a few alterations.
Bold gold and yellow lines appear to have been replaced with new white lines which give the impression of the St Piran flag at the centre of the logo – especially when is used in black and white.
County council staff insisted this week that the St Piran flag was always intended for inclusion in the design and said it had undergone "minor tweaks".
However, there was speculation that the flag had been incorporated in a bid to appease critics of the logo who said it did not reflect Cornwall.
A spokeswoman for the council said: "The design description of the logo always stated that it incorporated parts of the Cornish tartan and shield as well as the St Piran flag.
"However, the draft version of the artwork was not that clear in showing the St Piran cross so it has undergone some minor design tweaks.
"We have also changed the font and writing which goes alongside the logo to make it easier to read.
"This is the final design and we are now working on how it will be used." But independent councillor and member of the implementation executive, Graeme Hicks, said that if changes were being made to the logo they should be agreed by the executive.
He said: "The logo was agreed as it was shown to the implementation executive – if they now want to change that design it should come back to the executive for discussion and approval.
"However, I must point out that I have never been in favour of this logo and never will be – I have always stated that the old one should be kept.
"I am interested in this change though and would like to know why it has been made."
